Why Allah uses this name
In Sūrat al-Ṭūr the people of Paradise give the reason for their state: they used to call upon Him, and He is — goodness and mercy named as the answer to a lifetime of asking.

'Indeed, we used to call upon Him before. Indeed, it is He who is the Beneficent (), the Merciful' (52:28).
