Why Allah uses this name
The Prophet ﷺ taught it after every prayer: no one can give what He withholds, and no one can withhold what He gives.

The Prophet ﷺ said after every prayer: 'O Allah, there is no preventer of what You give and no giver of what You withhold (lā māniʿa limā aʿṭayta wa lā muʿṭiya limā manaʿta).'
