Why Allah uses this name
Ibn Kathīr reads 3:26 as instruction in how to face the rise and fall of powers: the giving and the taking are one hand's work, and all good is in that hand.
Take this with you
Say it when authority frightens you. Whatever power you fear was lent, and can be recalled.
'Say: O Allah, Owner of all dominion, You give sovereignty to whom You will and You take it away from whom You will' (3:26).
